If you used something like svnmirror as your backup system, you would technically only "back up" the changes, as the only new information that's stored on the mirror / backup is the difference. It's not real clear here what the purpose of wanting incremental backups is, but if it's conservation of bandwidth or storage space, mirroring the svn repository (whether with svnmirror, rsync, xcopy, or something else) is probably the way to go.
