Voyager at least seems to use magnetic tape of all things, according to

I couldn't find any mention of any sort of ROM, maybe the magnetic tape
is all there is?

My guess is there is a very tiny hardcoded ROM in there, perhaps even
hand-wired considering the age of those probes, and then the tape does
everything else. They are very simple computers after all.
