Look at the dhclient/dhcpd package source in addition to the links which 
I have sent. Afaik you can't broadcast unless you have superuser 
privileges as broadcasting and receiving requires access to the network 
interface in raw (promiscuous) mode. So your program should be suid root 
at least probably.
