I'd look at TI and Atmel. TI has the MSP430, Atmel has ARM and AVR. They are all easy to work with, have GCC ported to them, and inexpensive development boards (look at http://www.olimex.com ). All of the PIC parts have compilers. I assume you mean to say there's no free compiler that you found. Many of the compilers you pay for have free versions that limit chip resources, but may do everything you need to do. My suggestion is http://www.bknd.com , though I haven't tried out their 18 series compiler yet.
