You could just connect the resistor without an adapter. I agree that
grounding the PGM pin is something that will improve programming
success of the 16F628, however, I doubt any other PIC that can be
programmed by the JDM programmer will be bothered by that pin being
grounded (in fact, it is usually a good idea to keep all your pins in
a "known" state).
