Guess you have looked it up by now, but it is a very "English" (as in UK and
Commonwealth) usage, used for those left sitting or standing around the
walls, never getting an invite onto the floor, at a dance.

In general usage the way Jinx used it, regard it as "being backward about
coming forward".
