My accountant needs a non-zero time to look at my stuff, and this time is by approximation proportional to the number of bookings. I can imagine that some big companies would need some $100 in costs for a transaction. If the choice is between charging that (and being honest about it) and refusing to do small (in their view) orders I'd rather pay the fee.
