Being subjective, Sparkfun (batchpcb.com), Olimex (olixmex.com) and ExpressPCB (expresspcb.com) are all excellent choices. Spakfun sends panels to China, Olimex does theirs in-house in Bulgaria (and, to be honest, both have excellent standards -- that's meant only for reference to those with uber-jingositc tendancies). If you can use Eagle (which, I really have a love/hate relationship with) Sparkfun and Olimex are superb/cheap choices. ExpressPCB provides their own properietary choice which, if you can live without an autorouter, isn't too bad at all.
