The DDK has always been available at no cost from Microsoft.  Before
you could download the DDK from some Microsoft web site. But later
Microsoft changed its policy and will only ship the CD to you. Now
with KMDF 1.0 download, Windows 2003 DDK is again available for
download (inside the KMDF 1.0 download). It covers driver development
for Win98SE/ME/2K/XP/2003.
