Howard, Thanks for the explanation. I am fairly certain that it is not a problem = at my ISP. I think you are correct in that it is a problem at the = download site. Also I didn't realize that Mozilla was the cause of the = initial high speed that finally falls to the 20-30KB/Sec after I make up = my mind. I use Mozilla. Anyway, there is nothing I can do about it.=20 I was downloading some Open Source stuff from a site in France the other = day which was excruciatingly slow. I was told on the user forum that = since I was hitting the French network from the US that I was contending = with a deliberate slowdown because of some turf wars among major = providers on the continent and it was a money thing.
