Sorry I could not help you with Winpic. My suggestion is to try
out Wisp628A (from Wouter) with xwisp2 V1.8.1 (from Rob Hamerling). 
(http://www.voti.nl/xwisp) --> general info including schematics
(http://www.robh.nl/) --> host software and V1.10 firmware

Either buy a assembled Wisp628A from Wouter and update the firmware
to V1.10 or build it by you own. In the later case, get a 16F628A, 
program it (using WinPIC) with the Wisp628A 1.10 firmware. Spend less
than 2 hours and you will have a Wisp628A on breadboard if you have
the components. The added bonus: this works under Windows/Linux/Mac OS X
and OS/2. I understand that you are using Linux from previous posts.
It is quite reliable as well.
