Try to make a table for the Dremel and use a carbon disc (NOT diamond). Another option I have no seen mentioned here is a jeweller's saw with a metal blade. This is slow but you can cut out any crazy contour. As to the fiber dust: the board is made of fiber dust and epoxy. Therefore if you cut it there will be some of it floating around. It depends on you whether you filter it with your lungs or mop it up with your bare hands or not.
