I've run across this before, just not sure what I did to solve it...
   
  16F913 is the device.  MPLAB ver 7.00
   
  config is as follows (broken up so not one long line)
   
   __CONFIG _DEBUG_ON & _FCMEN_ON & _IESO_ON &
   _CP_OFF & _WDT_OFF & _BOD_OFF & _MCLRE_ON & 
  _PWRTE_ON & _INTRC_OSC_NOCLKOUT

   
  The only thing in the code is init the ports, nothing else.  It finds the part in the debugger, downloads the code, verifies...just wont go into debug mode.
   
  Could be the oscillator of course, but ive run them using internal clocks before.
   
  any thoughts?
