It's a fairly small Spartan, not a Xilinx board. Only 200,000 gates and no
multipliers etc.

You assign package pins in the 'user constraints' process section- can
be done graphically (drag and drop) or with a table.

Suggest you follow the instructions to enter whatever 'hello world' demo
program you got with the board and adapt that. Have patience, the software
will take some effort to learn.
