I think you should report them to ebay, sending a clear
link to Microchip's sample policy page, so they can
deal with it.

I'd expect Microchip is aware of the problem, if not doing
anything about it, other than restricting distribution to
eliminate people with common freebie e-mail accounts.
Still might be worth a phone call or e-mail, when you
spot one.
