In fact, I bought and assembled the DIY K149 USB-based programmer (and 
love it, btw) which comes with a '628A chip installed as the controller. 
    Part of the firmware update procedure uses a second '628A to flash 
the new firmware onto, then you swap.  I had only '648A chips, and they 
Just Worked in place of the '628A.
