I have no personal experience with the 16F648A, but since the datasheet is identical for 16F627A, 16F628A and 16F648A, I would say yes. The only difference seems to be the memory size (1 KWord, for the 16F627A, 2 KWord for the 16F628A and 4 KWord for the 16F648A). Note that previously I gave a list of differences between the 16F628 and the 16F628A: most of these differences are really obscure. If your programmer can support it, using the 'A' part is the wiser choice.
