Lots of times when the article is published in QST, at the end of the article will be a little note that indicates that a PCB and sometimes a parts package, can be purchased from so-and-so, and such and such a price. It is not something that I have kept careful watch on, but my impression is that it is not just one person, but different outfits that do it. For example, the M+ charge controller, which interfaces a solar panel to a battery (for keeping the battery charged without overcharging) originated as a QST article.
