I think you mistyped perl/tk - the website's at http://perltk.org/ ;)
http://sourceforge.net/projects/guido/ is handy, too (see vtcl below).

http://vtcl.sourceforge.net/ is nice for those who actually want to
use TCL, for whatever reason, but feel more at home in a VB-type
setup.
