Mil Std 883B is a screening process specification. They want burn in, test over full operating parameters, and a precise processing and tracking of all materials that went into making the part. We even used to have to provide X-rays of the parts we made and something called PIND which you listen to an acoustic signature while shaking the part on each axis to check for particles sealed inside. It all translates to big bucks to attempt to provide the best possible reliability in the parts.
