This sounds like you could have a possible rise time issue on the power
supply.  How are you powering your circuitry?  Do you have longish
jumper leads?  Too much inductance (long wires) and/or too much
capacitance (big caps on the power pins) can lead to slow rise times on
the voltage.  Allot of circuitry can be picky about this, including
PICs.
