How about a CPLD-based custom MMU that interfaces between the ISA bus, your memory and a VS1001/VS1011? you could memory-map all the configuration registers of the MP3 chip and convert the incoming data in that region to SPI on the fly. The VS1001 asserts a pin when it needs data so you can just listen to that and bit-bang serial data to it when necessary.
