Lots of people are going to say "duh", but I've learned a valuable lesson that perhaps others will benefit from. I've always wondered why the caps btwn power/ground were needed, and up till now I haven't really used them because I hadn't run into any problems, and I sort of wanted to see what would happen if I didn't. Well now I know. I put a couple of caps in there and the LED is happily blinking along at the correct rate with the same code I was using last night. Thanks for all the tips everybody, but this was a case of me ignoring a basic suggestion given by almost every beginning PIC site.
