Guess you are right.  I found some datasheets. And it's makes me even more curious about the board it's on. It's a full length pc expansion board with 16-bit slot and a RJ45 socket plus a lot of straps and test points. A museumpiece of a network i/f ? The printing on the pcb says "Houston Instruments 385-123 F"... Anyone knows ?
