The other things that are insanely cheap are domestic security
lights. But the only things useful would be the capacitor-drop
PSU and relay. No plug, but the pump could be hard-wired.
IC is usually a quad op-amp, not much good for counting. PIR
sensor might come in handy one day

Not sure about regulations covering external devices though. If
the pump has no exposed metal parts guess that would be OK,
seems good enough for the timers
