http://www.repairfaq.org/sam/vidconv.htm#nvcttr has a good overview of your options and the tradeoffs involved. If you do a google search for "composite to rgb" or "composite to vga" then you'll find some products that do this for you. Adjust the search and you may find some suggested circuits.
