I have often wondered if you could get most of the benefit of a four layer board (with a dedicated ground and power plane) by using a two layer board which has a ground plane on one side and a power plane on the other.  I know that a lot depends on how many gaps are in each plane due to component traces being in the way, but it seems like there should be an improvement over a simple two sided PCB by using this technique.  Since I don't have free access to a testing lab, and spending money just for the heck of it is not really an option, I was wondering what thoughts you have on this since you have been down the EMI road before.
