If metastability of a raw input is the issue, then is the EXACT same not true of the input to the first of the two delay flip flops? Like, what have we gained?

And also, as you suspected, I need to have all my 18 SX's on one bus operate their interrupt in exact lock-step, so a two clock delay in sensing inputs makes my system unworkable.
