1. Open your library in the library editor.
2. Go to Control Panel, open the source library, find the package.
3. Right-click on the package, "Copy to Library"

Also works with devices.

Slightly OT: I found that it's best to read the Eagle manual in its 
entirety, because it is not very useful as a reference.
