It basically provides window management and task bar and so forth, but no file manager/desktop icons and all that crap that gnome/kde insist on. There's also: fluxbox, ratpoison, all the old ugly ones (twm, ...), and many others. You can find pages that list them all, pros and cons. Rat poison in particular is geared toward people who don't like using a mouse, so most WM tasks are done with keyboard shortcuts.
