Most consumer items need to be sold that way. Testing costs time and money, and for some industrial items market forces require that the buyer have the option of allowing the manufacturer to skip the testing in return for a lower price. I won't get into the pros and cons of that, but it's the buyer's choice so I don't see a problem with that.
