PS+ does not support the 18F USB parts like 18F2550 and 18F4550 as yet. It also does not support some new 18Fs like 18F6525. It does not support dsPICs as well. In this aspect, ICD2 is better. However ICD2 is a pain to use for some ICSP applications and chips like 16F629/675 which requires Vpp before Vdd. Anyway I think PS+ will support more chips later. So maybe Olin's ProProg is a good choice for you even though I have no experience with it.
