Program 1 16F628(A) and build yourself a Wisp628. Or an EasyProg. If you
realy want to spend 'as little money as possible' you probably won't buy
a kit, but otherwise that (kit) would be the advice. Forget all
non-intelligent programmers.

For an intelligent programmer the success with and usb-serial converter
seems to depend more on the combination pc/os/hardware/driver than on
the specific programmer/pc software.
