What programmer would you suggest?  I somehow doubt the programmer is
the issue here, because it does the other chip fine.  Is there any
reason the programmer would work totally fine on one chip and not on
another?

Try with a different programmer and then see if things
get better. Measure the Vpp of your JDM. I still guess
that Vpp control is the key here but I am just guessing.
