The trigger was the idea to force schools to provide this service. IMHO not a bad idea, provided the schools get enough time, money, housing, etc to organise this. But the idea as stated was that they would get littel money, probably no extra housing, and has to arrange this by 1-1-2006. But at the same time the inflow in technical studies is still decreasing, and the general attitude towards technical things/persons is not good. I don't think this is good for our future. But the government does not seem to car much about this.
