The (arguably) simplest tracker I've seen was a solar receiver floating in a tank. As the sun moved off centre the incident radiation caused heating of a flotation bag thereby increasing flotation on that side and caused the receiver to reorient towards the sun. A tank full of "eyeballs" tracked the sun in any direction so no adjustment was needed for time of day or season.
