I have a PIC program which uses all 8 PortA pins (incl /MCLR!) as digital input and all 8 PortB pins as output, and thus needs INTOSC. I have used it (with only small differences to disable analog functions) with 16F88, 16F819, 16F648A and 16F628A all programmed with a Wisp628. I did not need a 'dongle' to reprogram any of these and also no separate erase.
