I have posted the question to the Microchip forum. It turns out that
the OP there
is not the author of Winpic800 and the GTP-USB programmer. Still he adapts
the Gtp-usb to gtp-usb lite and I think he knows the author.

Looks like the GTP-USB lite can not deal with Vpp-before-Vdd chips.
