On the SX-Key, the PC's TxD and RxD lines are coupled together in a "tricky" way, i.e. the echo is simply caused by the hardware, and not by the SX20 on the SX-Key. IOW, even when all active components on the SX-Key were "fried", there still should be that echo - if not - check the wires/connectors, and maybe, your COM port (does it work with some other serial device?). I have no idea why the SX28 on your board is getting that hot - maybe this is a co-incidence of evils hitting you ...
