Now, having a slow Fosc doesn't give you more "time" realy,
since everything have been slowed down. You still have
exactly the same number of processor *cycles* (with is the
only kind of "time" the processor knows about) between two
TMR0 rollovers...

Giving the same prescaler and all, of course.
