Yes I had the same problem. I think the problem will be solved once you have the dongle. The problem is that the chip will fail to go into programming mode since Vdd is before Vpp. However xwisp2 should probably time out and not staying there. I will check with the author about this again. I will also make this dongle and try it as well but I do not quite like this idea especially for off-line program. (Take note Wisp628 is designed to be a on-line ICSP programmer.) I think to add a Vdd-target and Vpp-target and using two port pins like PICkit 1/2 will be better option.
