Useful, very much so.  Dummy or blank components are often used for
pick-and-place machine set up, placement accuracy test, testing reflow
profiles and training.  Can be much cheaper to screw up a handful of
"blank" BGAs than Virtex-4s at $$$ per piece setting up the reflow line.


Brief look at their catalog, looks like some of the fine pitch packages
and BGAs have internal connections for continuity testing after
soldering.  They also sell PCBs pre-configured for placement accuracy
tests and will make you custom boards too.

Clever.  Probably been some busy monkeys this last year with all the
ROHS "excitement".
