Mostly, which is why I said "to some extent". Much of the wind patterns are due to the rotation of the earth, which I know is different than being powered by them. I was thinking that the effect that the rotation has is probably still adding some power and therefore slowing the rotation, but I'll admit that's a miniscule effect compared to solar heating.
