If the goal is to charge a standard lead-acid battery, then you could leave the PIC permanently powered from the battery via a low quiescent current LDO. The PIC only needs to wake up every minute or so for a few uS to see if there is enough panel voltage to bother running the power supply. On the other hand, the panel current will be limited to some maximum amount. If that's an acceptable long term charge current for the battery, then just connect the panel to the battery with a diode.
