As you said it, a pic can do it, but it sounds to me like you might want
to do this without a pic.  If that is the case, you can try a simple
flip-flop.

I need to very simple and cheap circuit that will toggle a relay on and
of on a pulse input.

i.e.: first pulse(e.g. a key pressed) will switch relay on
    second pulse will switch the relay off again etc.

I can easily do this with a pic , but I need this to be simple..

Can anyone help me or direct me to WebPages?

 Is there a standard component that will be able to do the job?
