A similar thread from 09/04 - [EE] Toggle switch circuit to turn
a motor on/off

Answers then were as now. Small PIC, two-transistor bistable or
a flip-flop. I've just done a little experimenting myself to replace a
heavy-duty DPDT footswitch (current handling not needed, just
the function) with a 10F and a microswitch
