What's simpler than a 12F629 programmed to do this activity? You're going to need debouncing anyway. Otherwise, the bouncing of the switch is going to cause the relay to pulse. So you need to add debounced in front of pulse. So you'll need to define the delay between pulses. At the end of the day you're looking for a 555 in monostable mode for a debounce circuit driving a flip-flop that's configured in toggle configuration.
