The ICD2 clone builders don't need the interface at all, the only need the bootloader interface, which seems to be well known. They ship the clone with the bootloader, and MPLAB downloads the real debugger firmware. You of all people will appreciate this scheme :) Having the ICD2 debugger interface available would enable alternate PC software (Linux or otherwise), which can only increase the demand for ICD2s (original or clone).
