ICProg seems to behave on older hardware running win98.
Sounds like you programer is a simple one which depends on certain 
minimum voltages on the RS232 ports, laptops especially bad.
May be some issues with the dll patch for XP.
There have been piclist discussions on this -check the archives
Also  check the ICProg forum for ideas/solutions, this may take a while 
as the ratio of answers to questions is low IIRC.  :(
