The student is not realy required to buy the PCB or the book (he can in theory complete the course without the book, or with his friend's book, or with a pdf on a laptop), it is just that the lessons, homework and final work are arranged in a way that assumes that the student has full-time access to all items on the 'required for this class' list. I think the arrangement in your country would be similar?
